Not so sure a Tobin Tax is the answer, if for any other reason, it would not be effective unless it on an international level.

This sounds odd. Why on earth would YOU want to have over more of your hard earned to be wasted by some nameless official on some daft project that no-one would pay for from their own money? You must be feeling flush!
Believe me, it is you and I who pay all the taxes levied. Rich people don’t pay tax, and can’t be made to do so because all the people in charge of all the governments in the world tend to be rich people.
So calls for new taxes — a truly dumb thing to do — merely mean calls to strip starving pensioners of yet more of their little substance.
